JAMES SPENCE | SENIOR CONSTRUCTION MANAGER
With 30 years in the development and construction industry, James brings a holistic approach to projects honed from diverse experience having had over $200 million of active construction in different phases and locations under his management concurrently. Projects range in size up to $225 million and include mixed-use and multi-family products up to 608 units, residential, commercial, retail, restaurants, independent and assisted senior living housing, memory care, schools, tenant improvement, renovations (including historical), and a twenty-six-story high rise. He brings a set of skills ensuring the successful completion of any project. These skills include entitlements, design development, preconstruction, scheduling, estimating, forecasting, project proforma generation, hiring and training efficient teams, and stream-lining processes to maintain costs and generate savings wherever possible.

REDPOINT | BEND, Oregon
SR Construction Manager working on 3 projects in various phases of development.
1) On Owner’s Representative Team Managing the 195-million-dollar Bond Project consisting of four work packages containing the design and development of a 115,000 sf Steven’s Ranch library, the razing and construction of a new Redmond library, the remodeling of the Downtown Bend library and 3 regional libraries. This includes but not limited to the hiring of the AE team and CMGCs, cost consultants, commissioning agent and testing firms to ultimately oversee the build the libraries. This process to date has included scheduling of the entirety of the process including buildings, writing Requests for Qualifications including the appropriate solid scopes, evaluating the RFQs and selection process, Requests for Proposals compliant with ORS regulations, evaluating the RFPs and selection process.
2) Work includes two additional apartment projects shepherding the process from schematics to the end-user delivery.
M8TRIX CONSTRUCTORS & CONSULTANS | Rohnert Park, California
A fully licensed, professional services company for project owners and developers from conception to completion. Provided on-site construction management operations for multiple owners, directed management teams on obtaining CofO’s on projects, and reported directly to the presidents of the firms.
OCEAN PARK DEVELOPMENT, LLC | San Francisco, California
General Manager and CM role Obtained building permits from SF Building Department. Issued investment certificates to investors, secured insurances including OCIP, generated proformas, analyzed financing options and rate sheets from lending institutions, condo mapping. Had to terminate the GC due to non-performance and continued project under owner/builder arrangement, hiring/managing the entire staff, MEP rough, dry in, window installation, and rock stock during the rainiest year in memorable SF history.
BRE PROPERTIES, INC | Emeryville, California
SR. Construction Manager for mixed-use and multifamily projects in Washington & California. Preconstruction to project completion and all tasks in between. Trained new CM and hired assistant until the leasing office date was firm. Training for both involved construction process, utility contracts, and the turn-over process and procedures to operations. Developed universal project guides and forms that would be used companywide by all CMs.

Executed project management role for facilities construction in seven states and Canada including Minnesota, Kansas, Texas, Indiana, Colorado, Illinois, and Ohio, and three locations in Quebec, Canada.
